This week, the Head of the National Security Institute of Japan Dr. Sigeki Hakamada (and Professor at University Aoyamagakuin ) told russian newspaper “Izvestia”,  why in Tokyo the return of Vladimir Putin as Russia’s president is welcomed.

Hakamada is an expert in Russian Affairs, and shows interest in being in good terms with Putin.

Dr. Sigeki Hakamada also pointed to the challenges that will face Russia and Japan in the Asia-Pacific region.

According to Hakamada, Mr. Putin has an interest in Japan, while Japan has an interest in Putin. It expects that the territorial issue , if he becomes president (the differend on the Kurils Islands) , could be improved.
Hakamada also pointed out that  “the rapid economic and military rise of China – is a serious challenge not only for Japan but also for Russia and the United States. Russia wants to regain the political, economic and military influence in Asia Pacific, lost after the collapse of the Soviet Union. But this region has a new leader, Beijing. Moscow is now necessary to build a cooperative relationship with them to insure the future. If Japan and Russia join forces to resist the growth of Chinese power, it will have a positive effect. The alignment of forces in the region has changed. Before Russia could ignore Japan, but now it’s hardly worth doing, given the Chinese factor. ”

This new relationship, could end with the acquisition of russian military equipment by the japanese, among other potential agreements.

In regard to the U.S. role in the Pacific, Hakamada said that “the Russian military believe that the weakening of the U.S. presence in Asia-Pacific region, as well as the Middle East – is an undesirable development, since it weakens the security system in these regions. Combining the efforts of the three countries against China could lead to good results.

Asked about the Russia-China relationship, Hakamada explained his vision ” the relations between Moscow and Beijing are not very good. Russia is not happy with China, especially in regard to chinese piracy of russian defense equipment.  Russia makes no secret of its wariness toward China. Recall, as in the past year, a few days before the visit of Prime Minister Vladimir Putin in Beijing in Russia, was arrested a Chinese spy.

Prior to Mr. Putin´s visit, the Russian authoritiesarrested a Moscow-based Chinese national, Tun Shenyun.

Mr. Tun was identified as an agent of the chinese Ministry of State Security MSS operating as spy and under cover as a translator assisting visiting Chinese delegations.

The MSS is China´s foreign intelligence service, but also domestic surveillance, specialized in cyber-attack and industrial espionage agency that today operates agrresively in the whole world.

Hakamada also commented that Japan do not believe in a closer relationship between Russia and North Korea DPRK, in order to build a gas pipeline thorugh the territory of the DPRK.  Hakanada said that the DPRK´s authorities could do the same as the Ucranians did against russian interests. The same story that happened to the Russian gas to Ukraine.

Hakamada also showed that a closer elationship between Russia and Seoul (South Korea) is not very popular within the Japan Government.  They want Putin to bet heavily on Japan.
